Perry Hall Recreation Council 2005 Tournament Rules (revised 6/17/05)

All rules will correspond with the Official Baseball Rules as released by the Office of the Commissioner of Major League Baseball with the following exceptions:

  1. Eligible players. Only players actively participating in a Recreation Council's program (this does not mean they must play "in-house") and born on or after August 1, 1994 (9-10), August 1, 1992 (11-12), & August 1, 1990 (13-14) are eligible to participate. Players may only play on one team in the tournament. Use of ineligible players will result in forfeiture of all games played. Score of each forfeited game will be 5-0 if as a result of using ineligible players.
  2.   Tournament Director will determine player eligibility and his decision is final.
  3. Rosters. A roster may not contain more than 15 players (for trophy purposes only).
  4. Lineup. A team may either play with (a) 9 players with no DH, or (b) they may use the American League DH batting for any player in the lineup, or (c) they may bat 10, field any 9 and use the additional hitter anywhere in the batting order. A team, if choosing to bat 10, may also use a DH for one of the 10 in the lineup.  A team may elect to bat the entire roster.   If batting entire roster and a player is no longer able to play due to an injury, that spot in the lineup will be an automatic out the next time that spot bats.  If batting entire roster and a player is no longer able to play due an ejection, his spot in the lineup will be an automatic out every time that spot bats.
  5. Pitching. A pitcher removed from the game because the manager made a second trip to the mound and is immediately moved to another position (including add'l hitter) does not use up his reentry. This pitcher is also eligible to play another position immediately regardless of "being removed from the game: due to the second trip.
  6. Field dimensions and out of play ground rules:
  7. 9-10 = 46' pitching and 60' bases

    11-12 = 50' pitching and 70' bases

    13-14 = 54' pitching and 80' bases

    Out of play ground rules - for the purposes of determining a dead ball on an overthrow, the out of bounds line is an imaginary line which extends directly from the fence in front of the players benches on all fields except Diamond #2.  On Diamond #2, the fence on the third base side is used including the fence in front of the concession stand which then runs to the light poles.  A ball striking the light poles is dead (poles in outfield are alive).  On first base side, it is fence to pole to pole.

  8. Pitching limitations.
    1. In 9-10 B, if a pitcher pitches 3 innings or less on each of the first 2 days, he may pitch up to 3 innings on the 3rd day.
    2. A pitcher who has pitched more than 4 innings (3 for 9-10) in one day may not pitch the next day.
    3. A pitcher may not pitch more than 7 innings (6 for 9-10) in one day.
    4. One pitch constitutes an inning.
    5. A pitcher once replaced by another pitcher may not return to pitch during the same game if another pitcher throws at least 1 pitch.
    6. Penalties. If the opposing manager, the tournament statistician, or the tournament director feels the other team is violating this rule, any one of them can challenge the other team. There will be a penalty less severe than a forfeit if, from that point on, the team removes the player from the mound. If, after warning, the manager does not remove the player from the mound and the tournament committee substantiates that violation, then a forfeit will be declared. The penalty less sever than a forfeit is as follows:
      1. The pitcher will not be allowed to pitch in any remaining games in the tournament.
      2. The player will be disqualified from playing in the next game of the tournament (if violation occurred in the championship game, pitcher and manager are ejected from the game.
  9. Game length. All games are 7 innings long except 9-10 and 11-12-B which are 6 innings. 11-12 B semi-final and championship games are 7 innings.
  10. Balks. Balks will be called without warning (no balks in 9-10). A player going to the mouth while on the mound will not have a ball called unless umpire believes the player is attempting to place a foreign substance on the ball.
  11. Eight run lead and time limit. If after 5 or 6 complete innings (4 or 5 for 9-10), a team has a lead of 8 runs or more, the game shall be terminated. A team, down by 8 runs or more, may elect to concede the game any time after 3 complete innings. During round robin play, 13-14 and 11-12 age groups only, no inning may begin after 2 hours and 15 minutes from the start of the game unless game is tied. Game will be considered complete at end of last complete inning after expiration of time limit. Umpires judgment shall be used should a team be "stalling", (e.g., timeouts, pitching changes, slow play, etc.) at which point the umpire will extend the game 1 inning.
  12. Re-entry rule. The starters, including the DH and additional hitter, if used, may re-enter once, but must re-enter in their original position in the batting order. Non-starters are not permitted to re-enter. If due to an injury, in the judgment of the umpire, an otherwise ineligible player may re-enter if a team has no eligible players.  Re-entry not available if batting the entire line-up.
  13. No metal spikes.
  14. Tournament rosters. Teams must turn in tournament rosters to the tournament director listing all players and birth dates prior to the first game. Rosters may be faxed to 410-817-4790 or emailed to mdlandmark@comcast.net. Teams that use ineligible players will be removed from the tournament. Players may only be added to the tournament roster after 8AM, June 25, 2005 with the permission of the tournament director.
  15. Protests. All protests will be adjudicated "on the field" so the game will continue. The tournament director (or on-site representative) and the umpire(s) will resolve the protest immediately, so the game may continue. Their decision is final. If play continues beyond the point in question, the umpire's decision was final and irrevocable.
  16. Courtesy runners. A runner for either the pitcher or catcher, regardless of the number of outs, may be used. The runner must be a player not in the lineup at the time of the substitution. The same player may be used more than once in an inning.  If batting the entire roster, the courtesy runner must be the player who made the last out prior to the pitcher/catcher reaching base.
  17. (as of the end of the previous ˝ inning).
  18. Warm-up pitches. A pitcher will be allowed 6 pitches for warm-up between innings and 8 pitches if brought in during an inning, except in case of injury where umpire will determine number of pitches.
  19. The umpire has sole discretion to eject players, coaches or fans that are unruly. All ejected persons, except players, must leave the immediate area. Ejected players may remain on the bench as long as they are not unruly. The umpire has the authority to instruct players to leave the immediate vicinity if the player continues to be unruly. Coaches who are ejected will be suspended for at least the next game of the tournament. All ejections should be brought to the attention of the tournament director who will determine if further discipline is warranted. If possible, the umpire is to very clearly issue a warning to the coach prior to the ejection of a player. All others may be ejected without warning. The umpire has in his/her sole discretion the ability to forfeit a game based on the unruly behavior of players, coaches or fans.
  20. Baseballs and Bats. Each team is to provide an "official" new baseball. For ages 13-14 no "Little League" balls may be used. No synthetic balls may be used. If a team feels that the ball the opposing team is using is illegal, the team should consult the onsite director who may permit a team to provide all baseballs for the game. Each team is to alternate providing extra baseballs beginning with the home team. Generally speaking, "Official League" baseballs are not permitted as they are of synthetic composition.
  21.  Bats for 11-12 and 13-14 may not exceed 2 3/4" in diameter.  No limitation on weight differential. Bats for 9-10 may not exceed 2 1/4" in diameter.
  22. All games must be completed unless terminated due to rules contained herein. Should a team forfeit a game that has begun, all runs allowed to that point would be counted against the winning team. If the winning team is ahead at the time of the forfeit, the final score of the game stands. If the winning team is behind, it will have considered to win by 1 run.  All runs allowed always stand unless team has been found guilty of using illegal players.
  23. Avoid contact rule. All players must avoid, if possible, running into another player involved in a tag play at a base. The umpire's sole judgment will be used. The player is to be called out and the ball is dead, if, in the umpire's judgment significant contact was made. Returning to a base as a result of a pick-off attempt does not require sliding in order to return to the base.
  24. Round robin format. The tournament will be a seeded round robin tournament the first 2 days. The four top teams will advance to a single elimination championship. If a bracket contains 5 or less teams, a single championship game will be played between the top 2 finishing teams in the round robin. If 4 divisions are used, the division winners will advance. If three divisions of the same size are used, the 3 winners plus the 2nd place team with the best record will advance (if one division has 5 teams, the top 2 from that division advance). A single game playoff will be used if 2 or more teams are tied for the 4th spot after considering tie break rules (except coin toss). The tiebreak system below would determine the 2 teams in the wild card playoff. If two divisions are used, the top two teams from each division advance. 
  25. See Rule 23 regarding forfeits.
    1. If one team has beaten all the teams they are tied with, they will be awarded the position.
    2. If one team has lost to all the teams they are tied with, they are eliminated.
    3. If either A or B narrows the teams tied to 2, the team having won the game between those two teams will be awarded the position.
    4. If a tie still remains, the team allowing the fewest average runs will be awarded the position.  If this procedure reduces the tied teams to 2, then C is in effect.  If a 3 way tie exists for two positions, then the 2 teams with the fewest average runs allowed are awarded the position.  Games won by forfeit are excluded from the average run calculation.
    5. If a tie still remains, the team with the greatest average run differential for games played (excluding forfeits) will be awarded the position. A maximum of 5 runs per game differential will be used.  If this procedure reduces the tied teams to 2, then C is in effect.  If a 3 way tie exists for two positions, then the 2 teams with the greatest average run differential are awarded the position
    6. A coin toss will determine the position.

    Championship single elimination tournament. The championship will be decided by a single elimination tournament. In divisions 10A, 12B, and 14B if 2 teams or more are tied for 2nd place and have not played each other, a single playoff game will be played on Monday, June 27 to determine 2nd place.  All pitching limitations still apply.  The draw for the championship will be as follows:

    4 divisions - Division 1 vs 4 and 2 vs 3

    3 divisions - Division 1 vs best 2nd place team and Div 2 vs Div 3 (if best 2nd place team comes from Div 1, then Div 1 will play Div 3 and Div 2 will play best 2nd place team

    2 divisions - Division 1 vs 2nd place division 2 and 2 vs 2nd place division 1

    1 division - The top 2 teams will play a single game.

    Should the tournament director be aware of a forfeit in the championship round, the tie breaking procedures will be used to fill the championship bracket.

  26. Rule 21. The tournament director or the on-site representative in his absence will decide upon any rule not covered herein.
  27. Rules applying to 9-10. Runners are not allowed to leave a base until the pitched ball crosses home plate. If the runner left early, he is at risk and will be required to return to the previous base unless forced by the hitter. The runner may not advance more than one base beyond the hitter. One warning per team, after that a runner leaving the base early will be called out. If the ball was put in play, the runner leaving early will be called out after the play is dead. All bats must have "Little League" designation or be no more than 2 1/4 inches in diameter. No dropped third strike. No balks.
  28. Forfeits. Any team forfeiting a game due to non-appearance, will not advance to the championship round if it is tied with another team.  In other words, the first tie break will be; if you forfeited a game, you will be eliminated from tie breaks. Teams forfeiting a game for any reason will be responsible for all umpire fees for that game plus $25 forfeit fee prior to playing another game. Any team failing to pay such fees will not be eligible to participate in future tournaments until such fees are paid.
  29. No alcoholic beverages permitted.
  30. Absolutely no infield or batting practice allowed on any baseball fields between games.  For safety reasons, all soft toss screens and “Hit-n-Sticks”  and the like may only be used prior to the start of the game.
  31. "B" bracket. The tournament director will use his sole discretion in determining the eligibility of teams for the "B" bracket. Factors include, number of in-house teams, have an "A" team and won-loss record. Tournament director's decision is final.
  32. Umpire fees. Umpire fees are estimated to be $16 per team (9-10), $20 per team (11-12) and $38 per team (13-14). If 2 umpires are used in 11-12 A games, the fee is $36 per team.
  33. No smoking on or near benches.
  34. Rainouts. If a championship night is postponed, the first such occurrence will be played on  on Sunday, July 3.
  35.  
  36. Home team. Please note that the home team is predetermined for all round robin play. See schedule, home team is listed second.  For championship play the home team is to be decided by coin toss.
